In January 1947 some minor political and students organizations founded in Indian exile joined under the name of Nepali Rastriya Congress (Nepali National Congress) on the initiative of Bishweshwar Prasad Koirala, usually called B. P. Koirala. In March 1947, the party leaders had their first great appearance in Nepal when they took the leadership in the strike of the Biratnagar jute mill workers which before had been initiated by the communist leader Man Mohan Adhikari.
A first split of the party already occurred in 1947 after dissent between B. P. Koirala and Dilli Raman Regmi who had been elected party president in July 1947 while B. P. was imprisoned by the Ranas in Kathmandu. There existed two parties under the same name until B.P.’s Nepali Rastriya Congress joined with the Nepali Prajatantrik Congress (Nepali Democratic Congress) in April 1950 and further on called itself simply Nepali Congress (NC).
The party used its Mukti Sena (Liberation Army) during the upheaval against the Ranas in 1950/51 which finally brought Rana oligarchy to an end. But the party leaders were hardly participated in the Delhi compromise between King Tribhuvan and the Rana Prime Minister Mohan Shamsher which bore the imprint of Indian Prime Minister Jawaharlal Nehru. Nevertheless, the NC joined the interim government of Mohan Shamsher.
After the breakdown of this government in November 1951, rifts and splits appeared within the NC leadership, especially between B.P. and M.P. (Matrika Prasad) Koirala. The latter split the Party in 1953 founding the Rastriya Praja Party. King Tribhuvan used these inner party struggles to strengthen his position favouring M.P. who served three times as Prime Minister in the early 1950s.
Between 1952 and 1958, the NC was not included into the several governments nominated by the Kings Tribhuvan respectively Mahendra. Three leaders came to the forefront during this time besides B.P. Koirala: Suvarna Shamsher J.B. Rana, Surya Prasad Upadhyaya, and Ganesh Man Singh Shrestha. As the 1959 general elections approached, King Mahendra nominated a multiparty coalition government with Suvarna Shamsher as chairperson.
The NC won the first parliamentary elections of 1959 with an overwhelming majority of 37.7% of the votes and 74 out of 109 seats. On 27 May 1959, the Nepali Congress government under Prime Minister B.P. Koirala was sworn in. After only 18 months, King Mahendra overthrew this government by a putsch, put almost all ministers and many other party politicians into prison for years without trial and started to build up his partyless Panchayat system.
The NC underground politics during the Panchayat period can be divided into six phases:
The 1990s started with the glorious return of the NC, again winning the parliamentary elections of 1991 with an absolute majority: 39.3% of the votes and 110 out of 205 seats. Since interim Prime Minister Krishna Prasad Bhattarai lost his constituency, Girija Prasad Koirala became Prime Minister in May 1991.
After that, the NC lost itself more and more into inner party struggles. On the one hand, the triumvirate of old leaders, G.P. Koirala, K.P. Bhattarai and G.M. Singh, fought each other whenever they could. They finally brought their own government down in 1994 and even lost majority in parliament in the mid-term elections of November 1994. On the other hand, there was a generation of younger leaders who tried to get power transferred into their hands. Among them was Sher Bahadur Deuba who led the first coalition government (Sept. 1995 – March 1997). His majority in parliament depended on a single vote; this caused him to include up to 48 ministers in his cabinet making his government more or less ineffective.
After some other coalition governments, Girija Prasad Koirala returned to power on 15 April 1998 leading an NC minority government. It was later joined by the newly formed CPN-ML. When this coalition broke down in December 1998, the CPN-UML joined hands with Koirala forming a coalition government with the only aim to hold general elections in May 1999.
With the nomination of Krishna Prasad Bhattarai as the leading candidate of his party, Girija Prasad Koirala managed to unite his party which obviously was on the eve of a split. In the 1999 elections, the NC again lost votes compared to the left parties, but it nevertheless won an absolute majority of seats thanks to the split of the CPN-UML.
After the elections, a new government under Prime Minister Krishna Prasad Bhattarai was sworn in. But this government was brought down by party president Girija Prasad Koirala after only nine months because of its ineffectiveness. Koirala became Prime Minister of the new government on 20 March 2000, which did not prove more effective than that of his predecessor. On 19 July 2001, Girija Prasad Koirala finally stepped down as prime minister and gave way to a younger generation of party politicians. Sher Bahadur Deuba started his second term as prime minister with a number of resolute steps opening the way for a dialogue with the CPN (Maoist).
This dialogue abruptly ended on 23 November 2001 when the Maoists brutally attact and raided army and police camps as well as government offices at several places of the country. Deuba mobilized the army and declared a state of emergency defunctioning numerous fundamental rights. When there was a row over the extension of the state of emergency in late May 2002, Deuba asked the king to dissolve parliament and to call for new elections. This led to a split of the NC into two groups led by Girija Prasad Koirala and Sher Bahadur Deuba respectively. Nepal's traditional NC party lies in shambles with an uncertain future.
After the Election Commission finally decided to recognise the group of Girija Prasad Koirala as the official Nepali Congress, Sher Bahadur Deuba registered his group as a new party under the name Nepali Congress (Democratic) on 22 September 2002. Both groups reunited om September 25, 2007, to face the CA elections as a united party. Krishna Prasad Bhattarai's resignation from the party one day later because it turned to republicanism proved that the Nepali Congress is still all but a unified party and still has a strong affinity towards conservatism and traditional Hindu political thinking. This and the Maoist fickleness together are most responsible for the delay CA elections and crisis solution.
